President Gets a Slap of the Wrist From the TSE

The President of the Republic, Oscar Arias, was rebuked by the Supreme Electoral Tribunal (TSE by its initials in Spanish), for his show of favor for the possible candidacy of his vice president, Laura Chinchilla, for the elections of 2010.
The judges of the Court reproached the President’s statements about his desire to be succeeded by a woman because they were related to his political agenda. Arias made an allusion to Chinchilla, who so far has avoided confirming her eventual nomination in the National Liberation Party (PLN by its initials in Spanish).
The TSE also said it was Arias’ responsibility for the "premature onset of the electoral political fight in the country," reads an excerpt from the resolution included in a press release distributed yesterday.
The maximum electoral body gave its warning as part of the findings of a report which rejected the complaint of "political belligerence" presented in May by members of the Citizen’s Action Party (PAC by its initials in Spanish).
The Presidential response was disclosed yesterday: "The Presidency expresses and reaffirms its full respect for the electoral arrangements. The rejection of the complaint which alleged political belligerency confirms this.
The court elaborated that it was reluctant to open an administrative investigation because Arias only made the ambiguous comments in response to questions from the press.
"While it wasn’t necessary to proceed on the grounds of criminality (...), the Court took the opportunity to draw the attention of the President" read the bulletin circulated yesterday. The Presidential House stressed that "it respects the scope of the decision of the Court and confirms that the actions of the executive branch always adhere to the principles of neutrality and impartiality which the law stipulates."
Arias told La Nación in March that he preferred to deliver the presidential band to a woman and in late April he referred to Chinchilla as a potential candidate.
The proponent of the complaint, Mrs. Elizabeth Fonseca, said last night that she was satisfied with the resolution of the TSE, while insisting that there are legal avenues to open a process for "political belligerence." "The TSE was in a difficult situation, because the punishment was the loss of office and the TSE was not going to go that far. The court made a Solomon type decision which is an important step for the Tribunal, which makes it regain its authority, "said Fonseca.
