New manager at the Airport

The General Accounting Office of the Republic of Costa Rica, accepted the plan submitted by the Ministry of Public Works and Transport (MOPT by its initials in Spanish), which proposed a new manager for the Juan Santamaria International Airport.

As such, the new manager will take control of the airport in December in place of Alterra Partners. The process is a transfer of the management contract that Alterra had since 2001.

Before making the transfer, Houston Airport System Development Company (HASDC) must pay Alterra’s debts with the airport’s creditor banks.

Although the amount owed is uncertain, it is a known that as of February 2008, Alterra owed $90 million to the International Finance Corporation (IFC).

The credit is practically granted to Costa Rica, even if it were a company that administered the money. The money was used to build waiting rooms and bridges for boarding. As of October 8, HASDC has 60 days to pay the debt and ensure that it has the necessary resources to complete the project.

Then HSDC will sign an addendum to the contract concerning the management that has already been approved by the General Accounting Office. The new manager has made a commitment to complete the project in 12 months from the time it assumes administration.

Among the changes to the contract is the fact that the airport’s administration period was changed from 20 to 25 years; this so that the new manager can recover the investment.

HASDC must update the airport master plan to identify the terminal’s expansion needs in the coming years.

We have all seen how tourism has grown in Costa Rica, with more tourists coming every day and our airport does not have the conditions yet to handle them in the correct manner, which makes it even more necessary that the new manager does things correctly.

It is necessary not only for the government to provide the right conditions for fulfilling the commitments, but also for the manager to realize an unblemished job so that we can thus have the airport of a country that seeks to grow and provide better tools to do so.
